This is actually a pretty good concept, but nothing's without areas of improvement.
I'm very tempted to buff Nick's health or movement speed, but considering his Super, it'll probably work out as is.
The Super having both a big jump and seven-second no-no zone is a lot. I'd either decrease the jump length a ton or decrease the jump by a smaller amount and nerf the field duration.
Quick Getaway heals... basically nothing. At level 9, it'll heal 616 health at most - less than a single hit of Da Capo! - and that's assuming Nick is at one HP to begin with.
For a single-use Gadget, Elastic Goldarm doesn't do very much, eh? Maybe it should have more range (seven tiles, maybe?), or affect his next few attacks.
Electric Ecstacy is way too strong. The idea itself is just kinda busted, so I'd completely rework it.
High Voltage could be really balanced for all I know, but 6 seconds seems like a lot when considering he has a jumping Super.
Ey, but overall, nice job!
Buzz fell off hard, but I actually see a fair amount of Ashs, especially in Brawl Ball.
And as for skins, I think the amount of Mecha Paladin Surges and Trixie Colettes running around speaks for itself. Skins generally only "fall out" because of new skins that come out and outclass 'em - Merchant Gale isn't seen as frequently because Squeakbuster and Nutcracker are generally seen as better skins, and King Lou is a bit rarer because there are more people who have unlocked Lou normally and run with the (much cheaper) Burger or Smooth skins.
And as for Gunslinger Colt... that's mostly because the skin sucks.
I don't know why, but I can't help but feel like I've seen this before...

I don't like sand. Mostly because using sand as an attack is kind of Sandy's thing.
I'm a bit low on specifics here - what's her range exactly? By how much does everyone's reload and Super charge get slowed down by? What's her reload speed? And most importantly, is this damage at Power 1 or 9?
Can't really make much of a conclusion here not knowing the range of the effect, but it seems a lot like Spike's Super. Though I like the idea of "blocking" enemies' Supers...
Quick Sand is literally just Satchel Charge on a character who doesn't get their shots juked every three seconds like Dynamike. So... Sweet Dreams? Well, it's still broken.
Summer Fun doesn't heal very much, but getting a Super like that will probably be useful.
Solidification is a cool idea. Not sure if it's insane or worthless, but it's a cool idea.
Beach Vibes seems really OP - consider that Healing Winds heals you 250 HP every second but is still considered pretty strong. Though without knowing the range of Amy's Super, it's hard to judge.

I'd move EMZ and Ash into the S tier - they kind of shut enemy teams down.
Leon's a bit too high for reasons I honestly can't put my finger on - he just doesn't have it this season. Maybe it's Crow and Lola...?
Barley's a bit high for a dude who doesn't really have much besides Heist and some Hot Zone maps. Even then, he's a bit risky, so I'd put him in B tier.
Amber's really the definition of "a Brawler that exists" right now - she isn't awful but she also isn't anyone's first pick (unless you really hate Tara or something). I'd move her to C tier.
Buzz... ah, poor Buzz. As high as I'd like to put him, he's currently outclassed by every other minitank (read: Bibi, Fang, Darryl) and being in a meta where EMZ and Gale are top picks has not put him in an ideal position...
I think I've written like seven different arguments for why Griff is underrated. I don't really feel like getting into this again... he can one-shot Meg...
I'd move Poco down significantly - he got shadowcrept real hard with Power 11s. Combine that with Crow being meta, Byron outclassing him, and most tanks being able to hold their own, and suddenly the only songs Poco is performing are ballads.
Why isn't there a D tier...? Jessie and Penny are miles away from each other in terms of viability, despite both being generally underwhelming. Namely, Nita, Penny, and Jacky are just kind of useless in this meta...

HP: Clearly Tick's, so that's 2200/3300.
Movement speed: 8-BIT, anyone?
Super: Most Brawlers have pretty good Supers, but there are definitely those whose... aren't as great. By themselves, I think I'd go with Stu's Super. Of course, this would have a very slow charge rate - 22 hits, to be precise, the same as Amber. And just like Stu's, the Super wouldn't recharge itself.
Main attack: Now this gets interesting. This main attack would have only one ammo, Bibi's unload speed (however slow that is), Meg's damage of 600/900, Mortis' reload of 2.4 seconds, and would stop them from moving, just like Frank. But whose attack would it be? I'm going with Carl's - his slow projectile speed combined with average range makes Carl's main attack very easy to dodge. And if we add this with a reload speed slower than Tick...
Gadgets: Rebuild and Pocket Detonator, I don't think anyone's going to disagree with me here.
Star Powers: Squeak is generally considered to have the worst Star Power kit, but I'm going to give this guy Mama's Hug and Grounded.

Honestly giving him Byron's super might be better. Sandy's Super is really good but also depends on your team - Byron's works no matter the comp.

@Meat87 I actually doubt the RTS rework would break her - Nani's usually played in Bounty and Knockout, places where you don't exactly have to worry about getting burst down. If anything it'll just make her more useful outside of there (though far from broken).
